Provisional CBD Intake Guidance
Healthy adults should limit CBD from food to a provisional Acceptable Daily Intake (ADI) of 10 mg per day. Vulnerable groups—including under-18s, pregnant or breastfeeding individuals, and those taking medication—are advised to avoid CBD altogether.
Safe Upper Limit for THC
A Safe Upper Limit for THC in CBD products has been set at 1 µg per kilogram of body weight per day (approximately 0.07 mg/day for a 70 kg adult). This limit reflects observed cognitive effects and tachycardia in toxicity studies.
“Public List” Policy Update (Effective 1 July 2025)
Products on the FSA’s Public List may be reformulated or relabelled to comply with the 10 mg/day CBD and 0.07 mg/day THC limits—even while novel-food authorisation applications remain under review.
Reformulation & Relabelling Only for Safety Reasons
Businesses may adjust ingredient levels or update label warnings (for example, stating the ADI and advising vulnerable groups) only to address specific safety concerns. Any such changes must be accompanied by a brief statement explaining the safety rationale. Products exceeding the Home Office’s 1 mg THC per container limit must still be withdrawn.
Path to Full Novel-Food Authorisation
To date, eleven safety assessments have been published. A public consultation on the first authorisation applications is imminent. The FSA will maintain the Public List until all novel-food applications are fully processed, ensuring continuous safety oversight.
